
Planning Policy
The policy of the Community Council in relation to planning matters has previously been and is hereby formally adopted on 8 January 2002 for the reformed Lochwinnoch Community Council as follows:
- that (where possible) all planning applications for properties within the area will be reviewed by the Planning Sub-Committee (or the full Community Council as appropriate) and a letter will be sent by the Convener to the Planning Department of Renfrewshire Council setting out the views of the Community Council on these applications
- having in mind the need to respond to applications within the statutory period, there will be a standing booking at the McKillop Institute for a brief meeting to be held by the Planning Sub-Committee every Saturday morning from 10-10.30 am, it being the responsibility of members to check each week as to whether the meeting is to be convened, and the responsibility of the Convener to confirm the meeting with the hallkeeper
- that the Local Plan and Structure Plan will form the basis of the Planning Policy, and in particular the Community Council aims to ensure that: i the village envelope is maintained ii the greenbelt is maintained and no new building is permitted except to support agricultural holdings iii that building or refurbishment to property in the area is undertaken paying close attention to vernacular styles, and using traditional materials iv within the conservation area, that properties are refurbished and/or altered in accordance with the guidelines published from time to time by Renfrewshire Council v that the traditional layout and shape of the village is maintained (and that, while building on gap sites is to be encouraged, building on garden ground within the conservation area is strongly discouraged) vi that vehicular access to properties is considered vii that new properties are provided where possible with adequate parking (which is also in accordance with the other policies hereof) viii smaller properties (starter homes) and/or low cost housing forms a part of development within the village ix consideration of the adequacy of local infrastructure is part of the process of planning responses x commercial and industrial developments will be encouraged
- that existing trees, hedgerows etc are retained or replanted where necessary
- that the Community Council will follow up progress of planning applications, and where necessary will seek to ensure that enforcement action is undertaken by Renfrewshire Council
- that the local Councillor is kept fully informed of planning matters coming before the Community Council and, where appropriate, the Scottish Civic Trust and/or other statutory consultees are informed or requested for support
